It helps some.

It's not perfect, but it does what is necessary, which is make me look less tired and dreary. I dab a little right under my eyes and spread it out with my finger until it blends in (which doesn't take long). Makes me a little more presentable to the world.

Urban Decay Eyeshadow Primer Potion

Great!

This keeps eyeshadow perfectly in place. No creasing or caking, and eyeshadow stays put. Although it seems expensive, it is well worth the purchase.
