It's hard to say without knowing a little more about the bumps, but it could be breakouts, maybe from too much lipgloss that's spreading beyond your lips? You could try toning down the lip products and gently exfoliating the area. If that doesn't help you may want to visit a dermatologist in case it's something else.

Suzanne, what is the condition of your skin around your mouth?  Dry? Oily? Irritated?

When you say "white" are they like pus-filled? or like white heads? Are they painful?

Also have you changed anything in your skin care regimen in the last month?

There could be a lot of reasons why they have appeared but need more information to offer any suggestions
