White is technically a neutral so just about anything goes with it. Lately the trend has been to pair white with a bright color, like bright pink or orange. I also really love an all black and white outfit for night with maybe a pop of color with your shoes or bag.

Everything.  You can dress them up or down, depending on the top.  You can make them look girly with a ruffly sleveless top in a hot pink.    You can wear a tank top for more casual attire.  Just make sure your bra straps don't show.  Be careful with how short the shorts are.  I have seen skinny girls who actually have cellulite in the upper things in the back.  Make sure your bum does show.  Too short a short, I think, is asking for men to ogle and women cringe.  I think that is not attractive.  You could wear white walking shorts, with a gold gladiator sandal, and a cute top.  Even in white, too, since it is so hot where you live.  I would definitely stay with light colors on top.  And cute tops that are sleeveless. Wear nude color underwear so the color doesn't show through.

 Acccessorize with the new trend -  many bracelets on one or both wrists.   

Almost anything should go with white shorts :)  We need some warmth in California. It's been an excessively cold year.

If I wear white shorts, I am most concerned of how they look, and how it does not show through.  Shoe wise, I love a really summery sandel that slims the foot and is brighter/maybe even a gold or silver.  Because white goes with so many types of clothes and colors, all you have to be worried about is if they are in the same wardrobe season.  If it is hot and you don't mind a feminine tank with a bit of design to the style-I like that look.  If you are more conservative,  a nice cool shirt that is worn over and not tucked in.  Try something new in fashion and maybe you will find it is better in the warmer weather.
