I like using eyeliner pencils but they smudge ALL THE TIME. It doesn't matter if I use different brands- they're all the same. I tried using gel liner and it smudged, too? I know you can prevent it from smudging by burning it with fire or powdering it with eyeshadow, but is there anything else?

If you use a Kohl pencil, it will definitely smudge because that is what it is supposed to do. Don't stop putting moisturizer under your eyes, but use a pencil that is not too soft, and use the end corner of a makeup sponge to set the liner by moving it back and forth without smudging. This will make it soak in. You may have to try it a couple of times.
If you like a smokey eye, then smudging is definitely in style, as long as you use the makeup sponge to blend.
Im assuming your talking about bottom liner, but any type of liner will smodge basically if your putting it on your waterline because the purpose of your water line is to keep foreign substances out of your eyes. If your putting eyeliner not on your waterline then you can try using a primer. UD has some good ones. I personally love MAC Fluid Line for eyeliner anywhere. Its amazing when paired with a 266 or 263 MAC brush. Id also look for water proof eyeliners, since waterproof usually mean sweat proof.
I've got a couple tips that should help. 1. Don't apply eye creams or moisturizer to your eye area in the morning, save that stuff for night since it can make your makeup slide off. 2. Definitely use an eyelid primer, Urban Decay and Too Faced both have good ones. 3. After applying your pencil liner, brush on powder liner in a matching shade to help it set.
Hope this helps!
Here's my list:
-avoid lotion/moisturizer/eyecream in that area in the AM
-use eye primer!!!
-use a good gel/cream liner like Stila or MAC. These even work on my waterline.
-use waterproof mascara
None of the pencils work for me either. Bobbi Brown Gel Eyeliner is the best (although very pricey). Sometimes you can get them on sale during Bobbi Brown or Sephora friends and family sale. Register at the Bobbi Brown Site. I use moisturizer around my eyes and have very watery eyes.
Try Tarte EmphasEYES Inner Rim Eye Pencil. I have the black one, and it is insane! It stays put all day. The black is a nice, deep black. Since the liner is for your inner rims or waterline, it stays on all day. Totally worth it at $18.
I heard setting your eyeliner with a powder eye shadow will help reduce the smudge factor. Not sure if this works on the waterline but some youtube gurus say it does!
try using either bobbi brown, clinique or napoleon perdis get eyeliner and let it dry before doing anything else ... try to close your eyes so you dont blink for a few seconds and give it a chance to set (if applying on upper lash line). Aslo if you really eant staying power from a kohl pencil set it with a little powder eyeshadow straight after application.
Hope this helps

The reason your eyeliner smudges is possibly because you have oily lids. To keep them dry for a smooth surface put a little foundation or eye shadow primer before using the eyeliner and then set with translucent powder after putting on the eyeliner use a matching eye shadow or powder eye liner and line that on top of the exsisting eye liner. If the eye liner does'nt stay in your water line a trick to helping it last longer is by taking a cotton swab and running it along the water line to temporarily dry it so the eye liner can stick then using an angled brush apply a matching eye shadow on top of the eye liner in the water line.
