Toner is suppose to remove all the dirt from the deep pores on the skin. By facing face, it doesn't clean the face from deep. That's the reason for your dirty cotton ball. I prefer Maxatone toner of Solvaderm brand. It gives a smoothing effect to my skin without any harsh ingredients in it. It is also suitable on all types of skin. I normally apply my Monsia facial cleanser first and tissue off, then rinse face with warm water and then use the toner and at this stage the cottonwool usually doesn't show any dirty marks. Are you maybe just rinsing your face without using a cleanser as you don't mention using this?

If it seems the cotton ball is too dirty, you might try spending more time washing your face, try a different cleanser, or pick up a skincare brush (I like the on from Olay, but there are a lot of options out there).
