Several companies (Anastasia, for one) make waterproof topcoats which extend the life of mascara. You can also use a makeup fixative spray like the one from E.L.F. or Skindinavia. Good luck!

I use a primer first (smashbox makes a great one), then I use a waterproof mascara as they tend to help hold a curl and last longer than normal formulas.
