wet n wild is the only affordable brand I can think of. I also think Tarte is cruelty free but they can be a little pricey.

e.l.f. and wet n wild have many vegan products. Milani Cosmetics just redesigned its website with vegan items clearly labeled.

A friend of mine was recently complaining about her Ipsy subscription not featuring enough cruelty-free brands, so I did a little research and found that Petit Vour does a completely cruelty-free/vegan beauty subscription for $15 a month. That might be a great way to try out new brands. Or you can look up their website, as they have a list of the brands they work with.
