I like EOS, i use the mint. I apply it 3-5 times a day, and my lips stay moisturized. Try exfoliating your lips to get rid of dead skin cells, and to make your lips smooth for application. Maybe your lips just need a more concentrated lip balm. EOS is also really cute applicator.

I think it all depends on the person. I know how some people don't like how it stays on the lips rather than sinks in (though I love it!) You might the rose bud salve (the one at sephora). It's entirely different from the eos but it does a good job.
